Board of Directors and Bureau

The Union is governed by a Board of Directors. The Members of the Board are elected by the General Assembly for a period of 3 years. The Board of Directors selects, by secret ballot from among its members, a Bureau composed of a President, a Vice-President, a Secretary General and a Treasurer. The Bureau is elected for a period of one year.
The President has responsibility for carrying out the decisions of the Board and ensuring the correct functioning of The Union. The Vice-President assists the President in carrying out these responsibilities, and functions as Acting President when the President is unable to attend in person. The Secretary General is responsible for supervising the implementation of the decisions taken. He/she is responsible for all convocations and for drafting the Minutes, Union correspondence and keeping the Register, as laid down in Article 5 of the law of July 1st 1901. The Treasurer has the power to sign all necessary financial documents required for conducting the activities of The Union.

Constituent Members

Constituent Members are health organisations and services who deal with lung disease and share the same aims as The Union. They are up to date in their membership dues. There may be one Constituent Member only per country. They participate in the proceedings of the General Assembly, with the right of discussion and vote.

Organisational Members

Organisational Members are organisations and foundations other than Constituent Members and that work or have an interest in lung disease. They share the same aims as The Union and are up to date in their membership dues. They participate in the work of the General Assembly with the right of discussion and vote.

Regions

Constituent and Organisational Members, as well as Individual Members, are affiliated to one of the seven regions of The Union. These regions follow those of the World Health Organization: Europe, Africa, Middle-East, South-East Asia, Asia Pacific, Latin America and North America. Starting in 1953 with Latin America, the regions were established in order to remain close to where the needs are. The North America Region was created in 1978. In 2005, the very big Eastern Region was split into two: the South-East Asia Region which held its first international conference in Delhi in September 2008, and the Asia Pacific Region which will hold its second conference in 2009. The role of the regions is to tailor actions and approaches to the specific needs of each zone, as well as to co-ordinate the actions of the Members within the region. An operational charter known as the Regional Constitution organises each Region. The Union ensures that this charter is compliant with its Constitution. The regional slate of Officers must submit an activity report at least once each year before the voting at the General Assembly. This activity report is submitted to the Board of Directors and includes an operational and financial report. As soon as the term of a regional position on the Board expires, the Region submits a nominee to the Nominating Committee for the position.

Honorary Members

Honorary Members are individuals who render or have rendered valuable services to the association. These Members are nominated by The Union. The title of Honorary Member entitles such individuals to attend the General Assembly and enjoy the right of discussion and vote, without the need to pay dues or subscriptions.

Individual Members

Individual Members are individuals who subscribe to the aims of The Union, are up to date in their membership dues and are affiliated to a Scientific Section. Affiliation to a Sub-section and up to 3 Working Groups is optional.

Benefactor Members

Benefactor Members are individuals who are up to date in their membership dues and who undertake to provide additional financial support to The Union. They are affiliated to a Scientific Section and participate in the proceedings of the General Assembly with the right of discussion and vote through the Chair of their Scientific Section.

Libraries, booksellers and subscriptions agencies

Libraries, booksellers and subscriptions agencies can take out subscriptions to our monthly journal The International Journal of Tuberculosis and Lung Disease (IJTLD). Discounts are based on the size of orders. Libraries, booksellers and subscriptions agencies are not Members; they are Subscribers. As such, they do not take part in the life of The Union; however, they are welcome to join as Individual or Organisational Members.

Scientific Sections, Sub-sections and Working Groups

Membership benefits include the affiliation to a Scientific Section, to a Sub-Section and to up to 3 Working Groups. Individual Members vote through their Scientific Section at the annual General Assembly of The Union. The four Scientific Sections are: Tuberculosis, Lung Health, HIV and Tobacco Control.

General Assembly

The General Assembly of The Union comprises Constituent Members, Organisational Members, the Chairs of the Scientific Sections representing Individual Members, Benefactor Members and Honorary Members. The General Assembly receives management, financial and legal reports from the Board of Directors. It approves the budget and audits of The Union's finances. It deliberates on the Agenda items presented by the members, and makes decisions about the renewal of members of the Board of Directors.

Administrative Committees

 

The Union is currently composed of three committees:
1. Nominating Committee
Objective : To identify members for vacant posts and for honorary members / medallists.
Tasks : Proposes :
1) candidates to fill each vacant position on the Board of Directors:
a) individual members (at least two candidates must be proposed for each vacant post);
b) names put forward by the regions;
2) candidates for positions on the Bureau;
3) nominees for honorary membership and recipients of medals.

2. Communications, Membership and Fundraising Committee

Objective : To support the work of The Union.
Tasks : Advises and guides the Board of Directors on strategies:
1) to promote the work of The Union;
2) to increase opportunities for fundraising;
3) to increase membership and recommend policies on fee structure and requirements/ benefits of membership;
4) to establish and maintain external relationships with governments and non-governmental organisations.

3. Coordinating Committee of Scientific Activities
Objective : To oversee all scientific activities of The Union. Tasks: Implemented by two sub-groups:
Sub-group 1 :
a) Review of scientific activities, projects, national and international courses and studies of The Union as to content, focus quality and ethical principles.
b) Review of the applications of Collaborating Centres. Each Collaborating Centre describes the details of the collaboration project in their application. Collaborating Centres can be designated for a specific period of time after the approval of the Board of Directors and report periodically about the outcome of their activities.
c) Nomination of the winners of the Scientific Prize and the Public Health Prize at each annual scientific meeting. The final decision is made by the Board of Directors.
Sub-group 2 :
Co-ordination of the programme of the annual scientific meetings of the Union along with the Programme Secretaries of the Scientific Sections.
